Spray a baking tray with olive oil and place the peppers on it. Bake at 200 °C for 15 minutes. Carefully peel the skin off the baked peppers.
Place all the ingredients for the sauce in a blender and blend until smooth.
On a floured surface, stretch the dough with your hands to the desired thickness. Apply the sauce evenly and put the filling: minced meat, pepper, onion and cheese. Place in the oven preheated to 200 °C for 10-15 minutes.
