Finely grate the onion and potato, add salt, ground pepper and flour. Mix the mixture and carefully drain the juice if necessary.
Season the minced meat with salt and pepper, then form it into flat patties.
Place 1 tbsp of potato mixture on the heated oil, press lightly with a spoon and smooth out. Place one meat cutlet on each potato patty. Place another 1 tbsp of potato mixture on the meat filling and smooth out again.
Fry the stuffed potato pancakes over moderate heat for 2-3 minutes on each side. Then place them on a baking sheet and bake in the oven at 180°C for 30 minutes.
Serve the potato pancakes hot.
