Make the coconut mass. Combine the coconut milk and sugar in a saucepan. Place the container on low heat. Stir constantly until the sugar dissolves completely. Remove the mixture from the heat and mix with the coconut flakes. Leave the coconut mass to cool.
Prepare panna cotta. Pour the already swollen gelatin into a small container and place it in a water bath. Heat until the gelatin is completely dissolved.
Combine the ingredients and let the panna cotta set. Pour the gelatin into the coconut mixture in a thin stream and stir until smooth. Pour the mixture into individual cups. Refrigerate the panna cotta for 3 hours.
