Combine vegetables with rice. Add rice to the pan, pour in water until the contents are completely covered with liquid. Cook under the lid for 15 minutes.
Combine meat and vegetables. Add minced meat, simmer for 5 minutes and stir. Cook over low heat until done, about 10 minutes.
